A One-stop Shop for Business Formalities

The French government has introduced several new on-line spaces for those creating and running businesses. These important changes are aimed at streamlining many business procedures. To know more please click here.

Since 1 January 2023 the e-Procédures portal is now the one-stop shop for business formalities.

Established by the law of 22 May 2019 that focused on the growth and transformation of businesses, also known as the PACTE Loi, this site centralises the resources and functionalities of a dozen platforms to simplify and pool the procedures for businesses, including micro-businesses.

The creation of this one-stop shop aims to bring together the formalities for auto-entrepreneurs that could previously be carried out on other sites, including;

• Guichet Entreprises
• Net Entreprises
• URSSAF’s Auto-Entrepreneur site
• InfoGreffe
• Chambre de Commerce et d’Industrie (CCI)
• Chambre des métiers et de l’artisanat (CMA).
Managed by the INPI (Institut national de la propriété industrielle), the e-Procédures portal must now be used by micro-enterprises, for the following procedures:

• the declaration of the start of activity;
• the declaration of modification of the activity;
• the declaration of cessation of activity.

In addition to this one-stop shop, the government has launched two other sites aimed at simplifying the procedures for professionals. These are:

• Entreprendre Service Public (https://entreprendre.service-public.fr/ to inform and guide businesses
• Portail Pro (https://portailpro.gouv.fr/) to declare and pay social security and tax contributions.
At the same time, the PACTE Loi (Le plan d’action pour la croissance et la transformation des entreprises) introduced the creation of RNE (Registre National des Entreprises) which is managed by the L’Institut national de la propriété industrielle (INPI). This register centralises the references of all companies, including self-employed businesses.

In addition to concentrating data from other databases, including the Registre du commerce et des sociétés (RCS) and the Sirene register (SIREN and SIRET numbers are registered by INSEE in a directory known as ‘Sirene’ – Système d’identification du Répertoire des Entreprises), the national register of companies will replace several directories, namely:

• Registre national du commerce et des sociétés (RNCS);
• Répertoire des métiers (RM);
• Recueils des Actes Administrations (RAA).
